Practical Approaches to optimize and implement joint cross-border vocational education and training in crafts and skilled trades

The growing Europeanization of markets requires a stronger internationalization of vocational education and training. Only in this way can the economic power of companies and the employability of employees be substantially maintained. Together with partners from six European countries and within the frame of the EU founded project the Chamber of Crafts and Skilled Trades Muenster develops ideas for a joint cross-border vocational education and training (in German: Grenzüberschreitende Verbundausbildung, GVA). In particular, this means long-term stays abroad as a part of the apprenticeship As only after staying abroad for several months is a professional benefit noticeable. By a sustained period abroad, the apprentices become part of to the team and are integrated in daily routines and learn about different operating procedures and gain important professional competencies.

Since 2005, the German rules and regulations regarding vocational education and training (BBiG) have been changed and long term stays abroad during apprenticeship are legally acceptable. Up to a quarter of the duration of training can be spent with a foreign company. However a structured assistance for implementation is not yet available and adequate assessment instruments are also missing.

It is the objective of the project to create conditions in order to use GVA easily and successfully as an obvious qualification in the frame of apprenticeship. In order to optimize structures, the legal and financial general conditions will be explained. Comprehensible assessment measures for competencies gained during a stay abroad will be clarified and developed if necessary. Also during the stay abroad a systematic and continuous scholastic introduction needs to be ensured in order to prevent learning deficits and to diminish the fear of apprentices that they will receive lower marks in exams due to their stay abroad. Therefore didactical concepts and contents will be developed using a web based learning system.

“LaWA – learn and work abroad” will be the name of GVA from now on, which will meet the qualification standards developed within this project, and which guarantees a clear benefit for apprentices and companies.

Joint cross-border vocational education and training settled and embedded within the structures of educational systems fosters mobility of employees even after apprenticeship. This will facilitate foreign business activities of companies. This project will build the substructure to introduce long term stays abroad during apprenticeship as standard within European educational systems.
